البيئة القيمية في منظمات القطاع الحكومي في الأردن «دراسة وصفية تحليلية»

ملخص الدراسة:
هدفت هذه الدراسة إلى التعرف على البيئة القيمية في مؤسسات القطاع الحكومي الأردني، وتألفت عينة الدراسة من (500) مفردة تم اختيارهم بطريقة عشوائية. وتكونت الدراسة من قسمين: الأول؛  المقدمة, وأهداف الدراسة, ومشكلتها, وفرضياتها, ومنهجيتها. وتضمن القسم الثاني عرضا للنتائج المختلفة للدراسة؛ إذ تم حصر أهم القيم التي تتشكل على ضوئها منظومة القيم العامة التي تحكم الحياة في المنظمات الحكومية، سواء أكانت القيم ايجابية، أم سلبية، وتحديد درجة أهميتها أو خطورتها على العلاقات الداخلية والعلاقات الخارجية لمنظمات القطاع الحكومي.
كما تم  تحديد درجة وجود هذه القيم في بيئات العمل، وتحديد مدى اهتمام السلطات الإدارية بالبيئة القيمية، ودرجة عملها من أجل تنمية وتطوير القيم الإيجابية، ومقاومة وهدم القيم السلبية. كذلك تم قياس وتحديد حالة البيئة القيمية العامة على مستوى الجهاز الحكومي، وتحديد الدرجات النسبية لمدى أهمية كل قيمة ايجابية، أو مدى خطورة كل قيمة سلبية  مقارنة مع بعضها البعض، وتم الانتهاء إلى تصميم منظومة القيم الايجابية التي يجب تأسيسها، ومنظومة القيم السلبية التي يجب هدمها.

Abstract:
The Purpose of this study is to investigate the environmental values ​​in the Jordanian government sector institutions. The sample of the study consists of (500) observations chosen randomly. The study consists of two sections. Section  one consisted of: The introduction، the objectives,  the research problem, the assumptions, and the methodology, while the second  Section consists of a presentation for the various results of the research, where it was limited to the most important values، which is formed on the light  of the system public values, ​​which control  the life of  the governmental institutions, whether it is positive​​, or  negative values​​, and determine the degree of importance or danger of the internal relations and external relations for the government sector institutions. Also the degree of existence of  these values were determined ​​in business environments, and determine the scope of interest for the administrative authorities of the environmental values, and the degree of their work in order to develop the positive values​​, and to resist and to destroy the negative values​​. Also measured and determine the situation of the environment value on the level  of public  sector, and to  determine  the relative degrees  of the scope importance  of each positive value, or the scope of serious of  each negative value compared with each other, and  design  the positive values system which should be established, and the system of negative values ​​which should be damaged.
